ENERGY MANAGEMENT SYSTEM IN SERBIA

Municipalities of Negotin and Kovin are Introducing the Energy Management System

Pursuant to the Law on Efficient Use of Energy, the municipalities of Negotin and Kovin have appointed licensed energy managers and started drafting an annual report for 2018, which is one of the obligations that the Law foresees for all designated organisations of the energy management system. The prerequisite for the annual report is to collect data on consumption and costs of energy, energy sources and water in all buildings and for all measuring points in charge of local governments. The collected data are entered into the Energy Management Information System (EMIS) which is integrated with (SEEMIS), the programme of the Ministry of Mining and Energy for monitoring the implementation of the energy management system, which automatically generates annual reports of the designated organisations.  At the level of buildings, end-users enter the data into EMIS under the supervision of the municipal energy managers. For this purpose, a simple user interface has been developed. In order to perform this job, end users need to undergo a two-hour training on a computer.

On Friday, 14 June 2019, in the Negotin High School in Negotin and on Thursday, 20 June 2019, at the High School “Branko Radičević” in Kovin, training for all users of the Energy Management Information System (EMIS) in important public buildings which are in competence of these municipalities. The training was attended by 24 participants from Negotin and 27 participants from Kovin.

Experts of the United Nations Development Programme (UNDP) delivered the training with the help of municipal energy managers.

This was the successful continuation of cooperation between the municipalities of Negotin and Kovin and the UNDP/GEF project "Removing Barriers to Promote and Support the Energy Management System in Municipalities in Serbia".
